How to combine PDFs into one file (and keep them in order)

Published September 28, 2026 by the ModifyPDF team

Job applications, expense claims, school forms and loan paperwork often ask for “a single PDF”. You might have a CV, a cover letter and three certificates, or a stack of receipts scanned one by one. Combining them takes a minute once you know which tool fits the job.

Merge or organize?

  • Merge PDF joins whole files end to end. Choose the files, put them in order and download one PDF. This is the quickest option when each file should stay in one piece.
  • Organize PDF shows every page of every file as thumbnails on one board. Use it when you need to interleave pages from different files, drop a few pages, rotate a sideways scan or insert a blank page.

Merging step by step

  1. Open Merge PDF and add your files. They are processed in your browser and never uploaded.
  2. Drag the files into the order you want. Think about what the reader needs first: usually a cover letter or summary, then the main document, then supporting evidence.
  3. Download the merged PDF and page through it once to check the order.

Every page is copied as it is, with text, images, fonts and links unchanged, so the merged file is exactly as sharp and searchable as the originals.

Mixed page sizes are fine

Combining A4 and US Letter pages, or portrait letters with landscape spreadsheets, works without problems: each page keeps its own size and orientation, and nothing is scaled. If a scanned page comes out sideways, fix it with Rotate PDF or inside Organize PDF before you send the file. Rotation is lossless, so quality doesn’t change.

Only need some pages?

If you only want pages 2–4 of one document, run it through Extract pages first, then merge the result. To remove a few unwanted pages instead, such as blank scanner pages, use Remove pages.

Common problems

  • A file is password protected. Encrypted PDFs have to be unlocked before they can be combined. If you know the password, Unlock PDF removes it.
  • The merged file is too big to email. Photos and scans add up quickly. Run the merged file through Compress PDF; see our guide to compressing a PDF for email.
  • You have photos rather than PDFs. Turn them into PDF pages with JPG to PDF, which can put all the images into one document with a consistent page size.

Name the final file well

A clear file name helps the person receiving it: include your name, what the document is and a date, for example Jordan-Lee-application-2026-09.pdf. Avoid spaces and special characters if the file is going into an online form, as some upload systems handle them badly.
